Past Presidents - Legendary Leaders

Meet the EECA Present and Past Presidents.

Janice Hatcher Liggins

2009 - Present


  •  Secured new meeting location at the Vista Gardens Shopping Center, Community Rooms to hold EECA Quarterly Meetings. 
  • By request of the Maryland National Capital Park & Planning Commission, prepared and submitted EECA Annual Reports for 2010 and 2012. The reports highlighted activities, growth and accomplishments of EECA. The report was required by the Commission for continued value-added support. 
  • Successfully launched a "Resident eMail Roster" with nearly 50% resident participation, to ensure timely communication with residents for notification of any urgent or sensitive matter. 
  • Established a Beautification Committee, Chaired by Ann Powell wholed the landscape redesign efforts of both entrances to the community. 
  • Ensured EECA was included as one of the communities for the County's tree replacement project. The Beautification Chair oversaw the a community-wide tree replacement project. 
  • Led a major community support effort for several residents who were being impacted by a neighboring new housing construction effort. Received major support from the County to mitigate any resident challenges. 
  • Re-established the Enterprise Estates website replete with history, pictures, events, and accomplishments. 
  • Secured major funding from the County Council for support of the 40th Anniversary of EECA and the 20th Anniversary of Community Day. This landmark anniversary event was coordinated by MaryAnn Queen-Johnson. 


Janice's Message: “For 40 years Enterprise Estates has served as an exemplary model of a caring, safe and family-friendly community. Having been a resident for 32 years, I can attest that Enterprise Estates continues to be a delightful place to live. In June, 2013 Enterprise Estates Civic Association celebrated its 40th year as an organized community. And, for 20 years, EECA has hosted an annual Community Day which has been the highlight of the Summer when friends and families gather at the neighborhood park for good food, fun, and fellowship. In June 2013, EECA commemorated these two landmark anniversaries at a very special Community Day celebration complete with a formal Proclamation from the County memorializing the occasion. Throughout its 40 years of existence, Enterprise Estates has remained a welcoming, family-friendly community The Proclamation bestowed upon Enterprise Estates at our 40th Anniversary, is a testament to every resident who has served as President of EECA over the years - I call them Legendary Leaders. Our tenure of success has been sustained through the years because of the commitment and leadership of each president, board member, committee member, block captain, special team, and a cadre of concerned residents. We are blessed to have such a great and thriving community!" 


Richard J. Kosko

1973 - 1975


  • First President of Citizens Association; formed four committees: Legislative, Zoning & Legal Action; Social & Hospitality; Recreation; and 1976 Bi-Centennial. He prepared the Citizens Association Charter & By-Laws; conducted initial Membership Drive (76 of 95 households joined - - 80%); met with builder on numerous occasions to make EE the Potomac of PG County: 
  • Had street lights installed throughout the community.
  • Planted flowering trees throughout the community; (3) installed gas lanterns for each household. Built recreation park for Community; Japanese Beetle Eradication Project (90% participation); met with Park & Planning Commission to develop five and ten-year plans - - successfully eliminated planned entrance/exit on Route 50! 


Richard's message to his neighbors: "I think that each of us can take pride in knowing that after 25 years, we are still the Potomac of PG County! It is important that each of us continues to take pride in the upkeep of our properties in the future so we can continue to be the premiere community. I'm proud to be a resident of Enterprise Estates!" 

John J. Gill, Esquire

1976 - 1976


With the assistance of Dr. William Radcliffe, we created:


  • Sports activities for couples
  • A soccer program
  • A volleyball program (thanks to Walt Cuttler!).
  • Shrubs, trees were planted down Chantilly Lane.
  • A forerunner in the building of the town park.


John says: "It's a great area. We made life-long friends in Enterprise Estates as did our children!"

Deanna J. (Jody) Heiss

1976 - 1977


Ms. Heiss moved away several years ago. Unfortunately, we were unsuccessful in locating her to receive background information during her administration

Dr. William B. Radcliffe

1977 - 1978


  •  -Initiated the first developing stage of our Recreation Park. He, together with members of the Association were successful in: - surveying residents for their input; - planning the project; 
  • Coordinating with developer and with Park and Planning; 
  • Clearing the area; 
  • Planting and maintaining grass; 
  • Building the soccer goal posts. 


Bill's message to his neighbors: "If we band together with a common purpose, we can accomplish wonders!" 

Robert Blumenkraniz

1978 - 1979


  • Began project to turn recreation area into a Park with tennis courts;
  • Implemented a Neighborhood Watch Program.


Robert's message to his old neighbors: “Be proud of where you live. Many successful people have risen to the top of their fields while living in Enterprise Estates, including our current County Executive, Wayne Curry. You live in a beautiful environmentally protected area, due in part to the Newton White Estates. Enjoy it and protect it! 


When I lived in Enterprise Estates, I purchased the lot and had the best garden I have ever had. I also located and built Holmehurst Estates Subdivision while living in the neighborhood. I can remember jogging down an uncongested Enterprise Road with farms and little traffic, and running through the Newton White Estates, lots of good memories! 

Jerry Gallegos

1979 - 1982


  •  Following the moratorium on natural gas hookups in the late 70's, the Board under his leadership, successfully negotiated with the local gas company to have gas hookups to pre-existing residences. According to the gas company, this was the first time a community-wide effort was ever undertaken, and it resulted in the savings of several thousand dollars per household in retrofitting charges. 
  • Expanded the Operation ID/Neighborhood Watch Program to cover new residents to our still-growing community. This proved timely when he and Board Member Jack Richards, on a patrol one evening recorded the license plate of a suspicious vehicle and notified the police. A short time later, a suspect was arrested and admitted to breaking into several homes in Enterprise Estates. 
  • Lobbied the County Council to prevent the development of cluster housing within the community. The Board felt cluster housing (townhouses) would lower property values and increase traffic within our community. 
  • Successfully fought the State Highway and Administration to prevent the construction of an interchange at Route 50 and Route 193. The interchange would have closed one of only two exits and entry routes to our community, destroyed new homes along Belvidere Road, created a dangerous intersection at Chantilly Lane, and increased traffic on Enterprise Road. 


Jerry's message to his neighbors: “As a resident of more than 20 years, I've watched Enterprise Estates develop into a vibrant community, rich in its cultural diversity. And as a lifelong resident of the County, I've also witnessed the tensions and concerns this social diversification has engendered. But through it all, Enterprise Estates has proven to be a community which has embraced change with open arms. We are not a community of whites, blacks, yellows, reds or browns. We are something simpler and nobler. We are friends and neighbors. In life, what more can one hope for?" 

Jack E. Richards

1982 - 1984


  •  Resisted the construction of low-prices homes that developers had planned to build at Sunflower Circle in Clearfield Estates. Had neighbors to sign petition opposing the above; defeated developers through P.G. County Court House. As a result, homes at comparable prices were built. Formed and established Citizens Action Panel (CAP) primarily to be responsible for overseeing perspective building of homes in our immediate area, and meeting with P.G. County Government Officials when necessary to avoid any further development of low-priced homes. 


Jack Says: "My wife and I made many wonderful friends here during the 21 years we have lived in Enterprise Estates, and continue to find it a very nice neighborhood." 

John V. Coleman

1984 - 1988


  • Installed the basketball and tennis courts in our park; began a beautification effort in our community entrance with new shrubs and trees, including the two plum trees that have now grown to anchor the island's grounds (current and recent administrations are to be commended for elevating the appearance of the entrance to the very attractive and professional state that we enjoy today); participated heavily in the efforts of the Enterprise Corridor Committee to preserve the open-space appearance of our area, and resist expansion of the road and commercialization of the land. 


John's message to his neighbors: “I ask all of you to join us in honoring the Memory of John Wright, EECA's Vice President during my four years in office. John passed away in 1995 after a courageous fight against cancer. Enterprise Estates has been a warm, friendly, peaceful community for all of us. It was an honor for our administration to have the opportunity to contribute to that atmosphere. It is gratifying that the Citizens Association has grown and strengthened. We would encourage all of our residents to take a turn to participate in this important organization."  

Oliver T. Henderson

1989 - 1993


  • Entrance sign renovation
  • Entrance sign lighting
  • Community clean-up (secured trucks) - Increase in Membership Drive
  • Increased dues from $5.00 to $25.00, which assisted in the above-projects


Oliver's message to his old neighbors: “Although we have moved out of the area, we frequently think of the good times we have (notice present tense), particularly our backyard and cul-de-sac neighbors. Best wishes for continued success."

Lorna Green

1993 - 1995


  •  Annual Community Day Celebration; Neighborhood tutorial Program; Sound Barrier Initiative; Upgades to Don Garris Park Initiative; Neighborhood Watch Initiative; Neighborhood Spring Clean-up Day; Holiday Party for Community children.
  • Holiday Food Drive (canned foods collection); accompanied a then 13 year old Steven Banks, who spoke before County Council on behalf of Enterprise Estates' youths regarding park improvement, such as walk-in tracks, basketball courts, etc. With the support of the late Councilman James Fletcher, we received funds to upgrade the park. 


Lorna's message to her neighbors: "The phrase, "It takes a village to raise a child", should be the guiding principle of this community because our most vital resource and foundation for the future are our children!! " 

Delceta (Cherry) Wiley

1995 - 1997


  •   Sound Barrier; first Annual Holiday Social; update of the By-Laws (Revision); established the Legislative and Zoning Committee; established working relationship with Clearfield Estates Homeowners Association; 
  • EECA Incorporation and Not-For-Profit Status; initiated proposal to stop development of Victory World Outreach Church because of impact on community; completion of Park improvements; rededication of Don Garris Park; replacement of sign at front entrance. 


Cherry's message to her neighbors: "As with life, when the road seems to be all uphill, stop and shift gears, but never quit! With diligence, determination and faith, we can overcome. The success or failure of the Enterprise Estates community is entirely dependent upon each and every one of us." 


Cherry departed this life on June 23, 2002, after a protracted illness related to cancer. She was an exemplary neighbor and her hard work; dedication to community service, wisdom, pride and love for all who surrounded her will forever be remembered. Cherry was a leader who made a significant difference in her family, her church, and in this community. 

Dr. Ara Thomas-Brown

1997 - 1999


  • Successful legislative zoning testimony to limit expansion of the D&S convenience store 
  • Successful protest of the installation of an AT&T transmitter pole in the community 
  • Initiated “Speed Awareness Days” to alert drivers of excessive speeds on Chantilly Lane 
  • Initiated request for M-NCPPC appropriations to fund construction the hiker/biker trail 
  • Beautification of the community entrance island and installation of a sprinkler system 
  • Acquisition of IRS recognition of EECA as a not-for-profit organization  Youth/teen Thanksgiving Food and Blanket Drive 
  • Culmination of the EECA 25th Anniversary. 
  • Children’s Holiday Party 


Dr. Thomas-Brown’s Message: “I must acknowledge that the best part of the job has been in helping you develop and carry out a myriad of activities…All of these efforts make several points clear to me. First, I live in a community of caring and pro-active citizens with lots of creative energy. Second, there is much work to be done. Third, together we can accomplish good things.” 

Betty Culmer

1999 - 2000


  •  Established the EECA Scholarship Program 
  • Developed a prototype for the first EECA political forum 
  • Developed a prototype and implemented the first educational forum 
  • Provided continuity of the "Speed Awareness" program 
  • Re-established Community "Cleanup" Day 
  • Provided continuity of the Children's Holiday Party 
  • Provided continuity in pursuit of 501c(3) status for EECA non-profit organization. 


Ms. Culmer's message: "I believe the success of the Enterprise Estates Civic Association over the past years is predicated on the fact that we take pride in our community. We have worked diligently to ensure that ours is a caring, safe community whose major thrust is to protect our families, our homes and our environment. I pray that we will never be satisfied and rest on our laurels. Instead that we will continue to build on past accomplishments." 


John Dobbins

2000 - 2001


  • Received a $1,000 grant from the County to beautify the island 
  • Received a State of Maryland's beautification design and award of plants for the intersection of Enterprise Road and Belvedere Drive 
  • Enterprise Estates and Councilmatic District 5's boundary lines were saved from further erosion due to our efforts in a letter-writing campaign and map drawings submitted to the County Redistricting Committee
  • Continued speed enforcement along Chantilly Lane with traffic studies and radar enforcement 
  • Started petition drive for speed calming devices (speed humps) to reduce speed along Chantilly Lane. Studies showed that average speed along Chantilly Lane was greater than 47 mph 
  • The Hiker Biker Trail was revisited and voted in 
  • The 501-C status for the EECA Foundation was finalized 


Calvin Street

2001 - 2003


  • Successfully increased annual community dues assessment from $25 to $40
  • Established the Annual Delceta "Cherry" I. Wiley Scholarship Award


Ashland L. Clemons

2003 - 2009


  •  Developed EECA Position Paper regarding Application for Preliminary Plan Approval by Christian Hope Ministries, Inc. (owner of the Turner Farm Property). This Statement formed the basis for successful presentation of testimony before the MNCPPC Planning Board resulting in favorable decisions to delay the project pending the completion of seventeen (17) findings that must be addressed before any building permits are issued. 
  • Established new Guiding Principles for use by Block Captains in the performance of their duties and responsibilities. 
  • With the cooperation and assistance of the Prince George’s Police Department and the M-NCPPC Park Police, created the EECA security patrol team and a Manual of Operating Procedures for use by Team Members while on community patrols. 
  • With the able assistance of the Associate Editor, successfully designed and implemented new EECA Web site 


Ashland's Message: “A profound appreciation of past events and achievements, a skillful knowledge of current activities, a clear vision of future endeavors and a well-documented master plan, along with a cadre of dedicated, task-oriented and focused community leaders who work hard at implementation, are the necessary ingredients for productive organizational pursuits. We are blessed to have individuals in our community who possess these attributes.”
